VLC .exe not working with Windows 10

Description

When trying to run VLC player exe with silent parameter Windows 10 will not install it. Here is a sample code of what I am running Runas("username", "domain", "password", 0, "
server\share\vlc-2.2.4-win32.exe"). This command will run on a Window 7 machine however it will not run on a Windows 10 machine.
