_WinAPI_WideCharToMultiByte third parameter is a ghost

Description

The helpfile documents four parameters for the _WinAPI_WideCharToMultiByte function, but the third parameter ($iFlags) has no correspondance in the actual function header.

For consistency, the comment blocks in WinAPI.au3 for both _WinAPI_WideCharToMultiByte and _WinAPI_MultiByteToWideChar should be adjusted.
