SetLocale()?

Description

Sorry if this isn't possible and it's wasting your time to read this. Is it possible to implement a SetLocale() function that sets the locale for the ascii/ansi part of the script different from the system default? On a chinese computer doing chr(0x86) will return a ? instead of a †. I'm looking for a way to get around that.
