dont perfrom a mouse click event

hello.

i want to stop a mouse clicking and performing an action eg ... say i have the mouse over the start button and oyu click the mouse .. instead of making the start menu pop up etc .. i want it to get the colour beneath the mouse.. i already have the mouse colour code but i dont know if u can do wat i want it to do ..

maybe throught dll?? which again i have no idea how to do
