_Date_Time_GetTimeZoneInformation(): Please help

I am  finding that the Return Value section of the Help is not clear.

I am in a time zone that has daylight saving time; the UDF works as expected.

But I am interested in knowing what the UDF returns on PCs that are in time zones that do not have daylight saving time.

I would like for someone in such a time zone to tell me what _Date_Time_GetTimeZoneInformation returns there.

I am writing a script to schedule tasks to run at particular date_times. The user will enter a date_time in his time zone; the Task Scheduler requires the difference between UTC (GMT) and local time
