We faced second time the same issue with Access Denied in Windows 10.

I found the same issue here:

I've seen this in newer versions of windows and have no solution as I don't know what cause it.
I'll be watching this thread as I too would like to know WTF is going on.

Edit: ...for what I read down below, I've never seen that type of issue.

I have seen something like this before.  My way to solve it was to change the owner of the file to myself.  Have you tried it ?

As so far we was able to login in save mode by forcing computer restart - just cutting off power.
In save mode all permisions works well.

We can set any permisions, check anything, unistall any program, install new one.

Trying to change task in task scheduller: 
Task scheduller can not accept changes. User account is unknown, password is incorrect or user accont have not permisions to modifing task.
