Fixed errors that prevented Russian-language .INI file from working. TalkTock.ru.ini is again included in the package.

Added TalkTock.bat, a command-line shell. In addition to existing options, allows changing the .INI file "on the fly", for example:

TalkTock.bat "TalkTock.it.ini"

saves TalkTock.it.ini to TalkTock.ini and launches TalkTock.exe. (Existing TalkTock.ini is backed up to TalkTock.IN_.)

Bug in TalkTock.bat  caused valid arguments to be ignored -- fixed.

• Default settings are internationalized, should work in any language.
• Sample .INI files for English, Italian and Russian are included.
• Added two new command-line options, /USEFILE and RESET. Command TalkTock.exe /? or TalkTock.bat /? for more info.

Today's changes:

• Reverted to old (English-language) default settings
• Added a new setting (TimeOnly) to "internationalize" the setup by making the clock speak the time only (no other phrases)
• Attempt to open second instance of TalkTock.exe is trapped

• TalkTock.exe now compiled for the command-line user interface (CUI)
• Command-line arguments can now be stated in any order
  • New CLI options have been added
  • Command TalkTock.exe /? for details
• TalkTock.bat removed as unnecessary

Added settings to control what the clock says at 0000 (default = "midnight") and 1200 (default = "noon").

Several minor tweaks, notably that TalkTock.ini is no longer updated if options are supplied on the command line.  Options specified in the GUI are still written to TalkTock.ini.
