expand environment variables part of a string?

i need to expand environment variables in any arbitrary string.
in my case those strings mainly consist of file paths, such as:

%LocalAppData%\MyProgram\TestResults\%NUMBER_OF_PROCESSORS%\
\\myfileshare\MyProgram\UserProfiles\%USERNAME%\data\
%TEMP%\MyApp.log
%SystemDrive%\history.txt

obviously the function "EnvGet" doesn't help.

surprisingly there seems to be no simple function to perform such expansion for entire strings?
for example see the .NET method "Environment.ExpandEnvironmentVariables".
