Weird error with script which accepts commandline arguments

I Compile this:

#include <Array.au3>
#include <WinAPIShPath.au3>

Local $aData = _WinAPI_CommandLineToArgv('"a b" c d')
_ArrayDisplay($aData, '_WinAPI_CommandLineToArgv')

Pass commandline arguments with cmd and I get this:

The error make no sense. Probably an AV issue.

Further use this, when you want to provide command line arguments:

#include <Array.au3>
#include <WinAPIShPath.au3>

Local $aData = _WinAPI_CommandLineToArgv($CmdLineRaw)
_ArrayDisplay($aData, '_WinAPI_CommandLineToArgv')

Just curious, why you'd use _WinAPI_CommandLineToArgv($CmdLineRaw) over the built in $CmdLine array?
