One possibility is to use the Monitor Configuration UDF found in my signature.  I haven't tested it on Windows 8.1 yet though.

Then you could call the EDIDOperation function to return the monitors EDID information.

The example found in the post for the UDF should get you started, but if you have any problems then let me know.

Edit: Scratch that.  It has some serious issues which need to be worked out.  I'll get back to you later.
