Disable ability to resize window

Is there a way? I'm not talking about my own GUIs, but rather windows of different programs. The only way i can think about now is to periodically check window size and if it changed, change it back through WinMove. Is there more proper way?

I would suggest modifying the windows style with _WinAPI_SetWindowLong()
