On Screen Selection Box

I was wondering how I would go about making a drag-able on screen selection box (like screen recorders use to select a portion of the screen), was also wondering how I could draw red rots on the screen to point out stuff.

My _GUIBox UDF works well for selecting screen areas, and the CrossHairs UDF is good for finding the right start position (I've paired the last part since with a magnifier and it works quite nicely).

Drawing graphics directly on the screen is not recommended as it can be overwritten; however I believe you can do it within a transparent GUI.
