Change Logon Wallpaper

Hi

i search for a way to change the Logon Wallpaper without restart or a User is online.

To change the Wallpaper i need to change the HKEY_USERS\.DEFAULT\Control Panel\Desktop\Wallpaper.

But how refresh the screen if no User is login ?

I play with _WinAPI_SystemParametersInfo but this seems only work if a User is online.
