Added the ability to load a custom CSS file where you can change the look of help pages as you would with any html file displaying in Internet Explorer.
Also, all external links open in your default browser.
Replace the v3.3.16.1 CHM with the one in the ZIP along with the CSS file of your choosing to the same folder the CHM is at.

Added "modernizr 4 CHM test bed" in a CHM, to see what is available to work with as far as CSS/JS/HTML, by setting emulation(s) in the html.
