I've written a locale-independant SQLite extension for dealing with Unicode without bringing in ICU. The easiest way I found to cope with UTF-8, -16LE and -16BE was to convert to UTF-32 internally to perform such thing like unaccenting, fuzzy (Unicode) search, collating, casing and ligature handling (all of this changes the string length in code units and sometimes in character count). Even this way, it's a bit of mess. This wonderful site allows debugging and testing regular expressions (many flavors available). An absolute must have in your bookmarks.Another excellent RegExp tutorial. SQLitespeed is another feature-rich premier SQLite manager (includes import/export). That's the default, but if you don't want it then just add a count of 1 as the last parameter.
